〜に至るまで — "All the Way Up To / Down To X"
に至るまで emphasises the FULL RANGE of something, from the general down to the smallest, most specific detail — "right down to X, inclusive."
Pattern: [noun] + から + [noun] + に至るまで
服装から言葉遣いに至るまで、細かく指導された。
= From clothing down to speech, I was meticulously instructed.
大企業から個人商店に至るまで、この制度の影響を受ける。
= From large corporations down to individual shops, this system affects everyone.
子供から大人に至るまで、幅広い世代に人気がある。
= It's popular with a wide range of generations, from children up to adults.
に至って(は) vs に至るまで: に至って(は) = arriving AT one serious extreme point (a single destination). に至るまで = covering the WHOLE RANGE from one thing to another, leaving nothing out (a span, not a single point).
Key feeling: An exhaustive sweep — nothing in the range is left uncounted, right down to the smallest detail.
